The Revolutionary Government of Zanzibar developed the Zanzibar National Water Policy in 2004 to set policy guidelines for the management, development, distribution and access of water services. The existing policy was formulated under the Ministry responsible for Lands, Housing, Water and Energy. The policy provided the strategic intervention to establish an autonomous institution with the primary responsibility of management, development, distribution and access to water resources. However, the major achievement of the Zanzibar National Water Policy of 2004 was the establishment of the Zanzibar Water Authority (ZAWA) through Water Act No. 4 of 2006, with the mandate to manage water resources and provide clean, reliable and good-quality water. The policy roadmap indicates that there is a long period for implementing the framework, and the major changes to occur include the formulation of different national policies, strategies, plans, laws and regulations.
Despite all the efforts taken by the Revolutionary Government of Zanzibar to provide adequate quality, clean and safe water to all water users in Zanzibar, there are still a number of challenges. Many challenges are inextricably linked to the existing outdated national water policy of 2004. The challenges might be caused by increased water demand from different user’s i.e., domestic, agriculture, small industry, commercial and tourism sectors that represent an important basis for the development formulation of the new policy.
Access to adequate, clean and safe water for all water users requires strong intervention from the government. However, reform of the water and sanitation sector in Zanzibar has been slow and inadequate to keep pace with the times.
The purpose of this consultancy is to support the Ministry of Water Energy and Minerals to develop up-to-date water policy, that takes into account SDGs targets, government reforms including legal framework and the new Government’s vision 2050.The assignment will mainly be carried out in Zanzibar, covering both Unguja and Pemba Islands with travels in all five regions. Travel movements will be discussed in detail in inception in collaboration with Ministry of Water, Energy, and Mineral of Zanzibar. The start date is 1st
November 2022 and the end date 30th May 2023 for a duration of 180 days (6 Months). UNICEF will pay for 90 working days within the 6 months period

How can you make a difference?
This consultancy is to support the Ministry of Water Energy and Minerals to develop uptodate water policy, that takes into account SDGs targets, government reforms including legal framework and the new Government’s vision 2050.

Description of the assignment

• Propose and describe a water policy framework that will guide the analysis to identify gaps/barriers and opportunities in addressing inequalities on the water sector in formal and informal systems and structures. The analytical framework will also help in identifying roles of the public and private sectors in terms of water and power dynamics that operate in the community.
• Undertake institutional framework review for all the relevant sector institutions, and propose a set of reforms needed to enhance water sector performance to meet the VISION 2050.This will also include review of the mandate and setup of ZAWA for improved performance.
• Present and consult water development sector stakeholders with the aim of deliberating the findings of the preliminary analysis of roles, institutional and legal framework, and recommendations for strengthening water supply sector Also, gain insights on innovative multi-sectoral approaches to transformation initiatives in the water sector.
• Present to sector stakeholders key findings emanating from the sector analysis, and jointly identify key water issues and strategies that will ensure the sustainability of water in Zanzibar and incorporate the stakeholders’ comments into the report
• Draft the new water policy document incorporating recommendations and changes needed drawn from the wider stakeholders consultations.
• Present the draft findings in the stakeholder workshop and jointly identify key water issues and strategies that will ensure the sustainability of water in Zanzibar and incorporate the stakeholders’ comments into the report
• Submit a final report including a costed strategy for its implementation, on the recommended interventions including systemic actions.

To qualify as an advocate for every child you will have…
• A national consultant with previous experience undertaking similar task in Tanzania or another country
• Advanced degree in a water-related discipline, management, or policy analysis.
• Demonstrated capacity and experience of more than 15 years on policy analysis, development and evaluation of policy interventions especially in the water sector
• Experience leading participatory consultations including working with children, adolescents and members of community and capacity development processes with a wide variety of national and local stakeholders.
• Knowledge of local development and global advances in policy analysis in similar contexts
• Fluency in English and Kiswahili is required
